What is the role?

Lead on delivering decarbonisation retrofit works across all existing homes, working closely with the procurement team, and taking responsibility for the specification of contracts, and management of the successful contractor appointed to deliver programmes of work.

Monitor expenditure and programme milestones against budget, and report as required on the allocation of Social Housing Decarbonisation Funding (SHDF) to the project.

Ensure data on stock sustainability performance is regularly updated and reported.

What will you be doing here?

  • Lead on the project to deliver retrofitting works to a defined list of properties, managing the contractor and reporting on progress against budget, and programme.
  • Provide reports to SHDF administrators, with timely and accurate progress on the use of the fund and delivery of the works.
  • Ensure that accurate data is held on properties within the programme.
  • Ensure all works are procured and undertaken in accordance with CDM and all other Health & Safety requirements.
  • Carry out inspections to ensure all works are delivered in accordance with agreed specification and quality standards ensuring compliance with Health & Safety legislation and Silva policies and procedures.
  • Take responsibility for signing off works, ensuring that the customers are aware of any new equipment or facilities and are able to make best sue of it.
  • Agree and sign off the programmes of work based on defined priorities (Target SAP or EPC levels etc) that improve the carbon footprint of the properties without negatively impacting on the building, its fabric performance or customers health and wellbeing and match to available budget.
  • Identify suitable contractors and consultants to work with to deliver additional retrofit works that are identified on an ongoing basis.
  • Ensure that tender documents, including contract terms and conditions and specifications for retrofit works are suitably robust to minimise risk, particularly in relation to overheating, mould and damp, variations, cost increases, standards of materials and time delays.
  • Provide regular reports to provide assurance that policy, legal and regulatory obligations are observed, particularly in relation to asbestos and other health & safety matters.
  • Proactively communicate with relevant stakeholders as appropriate during the planning, procurement and on-site stages of a project / programme of works. Also provide technical advice, support, or guidance to other departments within Silva and Abri to enable them to carry out their duties.
  • Responsible for ensuring the principles of customer care are applied to each contract. Deal with all relevant customer queries or complaints in a sympathetic, pragmatic and prompt manner as per agreed policies and procedures.
  • Lead on identifying and making applications independently or actively as part of consortia or with stakeholders and customers for any funding opportunities that might exist for retrofit works including warm homes grants, SHDF, LAD funding ECO funding or any other sources of funding ensuring data is obtained and all details are collated accurate and in accordance with the funding criteria.
  • Keep informed of current trends, best practice techniques, market conditions, products, innovations, legislation and regulations in low carbon technology, property, and construction relevant to the role and specifically in relation to low carbon retrofit. Ensure current working knowledge of contract terms & conditions is appropriate for the role and undertake further or refresher training where required.
  • Provide informed advice and guidance across the business on retrofit options and programmes and respond to staff, stakeholder and Customer queries in respect of works, programmes etc.
  • All other duties commensurate to the role.

Skills and experiences

  • Knowledge of relevant statutory obligations related to the construction industry and housing sector e.g., CDM and Asbestos regulations, Building Regulations and Low carbon Legislation.
  • Evidenced knowledge of construction industry techniques around low carbon retrofit (to PAS 2035) and/or qualification as a Retrofit Co-ordinator.
  • Knowledge of SAP and EPC standards. Either as SAP assessor, retrofit assessor/co-ordinator or qualification in sustainable development or experience of delivering retrofit to EPC standards.
  • Experience of creating, procuring, and managing construction or retrofit contracts, for works and related services.
  • Experience of dealing with conflict whilst maintaining a professional and considered approach.
  • Must have a full UK driving licence and access to a car with necessary insurance for use in connection with the business. Willingness to travel across all geographical areas covered by Silva.
  • Experience of setting budgets and monitoring project costs.
  • Ability to identify risks and recommend appropriate mitigation.
  • Evidence of professional level of communication skills, verbal and written, including numeric skills. Skilled use of Microsoft Office and other programmes/packages as relevant.

Qualifications and other requirements

  • Qualified to degree level or equivalent in a building related discipline
