Public Sector - Local Authority
Full-time position
Monday- Friday, 37 hours per week
Temporary role - 2-month assignment (possibility of extension)

£350 per day (Inside IR35)

*This will be a hybrid role, with the need to be in the office 1 day per week *

Purpose of the Role:
The Everyone Counts project is focused on improving how we collect and use equalities information. The project is funded by NHS Sussex and is delivered in partnership with local NHS trusts. This role will work to support teams within the Council to improve practice, sharing learning and identifying opportunities for collaboration with NHS colleagues.
The project includes working with teams to improve the capture of data on protected characteristics and carer status, looking at both systems and practice. The project manager will be expected to look at training needs and develop additional resources to support this. They will also be looking at how we use this data to support our business planning and policies and to develop recommendations for improvements.
The project manager is part of the Performance, Research and Intelligence Team but works with teams across the Council alongside our Corporate Equalities Manager.
Key tasks:
1. Formulate a strategy and develop detailed plans for the delivery of allocated projects for approval by the project board. The strategy needs to take into account legal duties as well as all business needs to provide effective service provision to service users.
2. Direct and lead the design and implementation for delivery of allocated projects, ensure delivery of the outcomes set out in the project and manage any current or future resources, including personnel and budgets that are attached to the project.
3. Develop and put in place rigorous evaluation and performance monitoring throughout planning and implementation.
4. Establish appropriate governance arrangements for the project.
5. Compile reports and present to relevant committees and groups as required.
6. To undertake cost/benefit analyses and produce business cases to inform effective decision-making.
7. Ensure that project plans and proposals are in line with East Sussex County Council policies and strategies, enhance efficiencies and client experience, whilst ensuring best use of public resources and supporting the achievement of relevant savings targets.
8. Plan, influence and proactively manage business and practice change to maximise the benefits of the project implementation for the services and ensure that risks and issues are communicated effectively between the project implementation team and the services.
9. Undertake training needs analysis for key staff and stakeholders who will be involved in the project development and/or implementation. Where a need is identified, ensure that appropriate training is available and accessed.
10. Work with internal departments and external organisations to identify and agree elements of the plan to be delivered by/in conjunction with other stakeholders.
11. Review all relevant policies and procedures ensuring they are fit for purpose, and amend, strengthen or create policies and procedures where appropriate in support of the project delivery.
12. Make recommendations on future on-going work and associated resource requirements.
