Job Summary:

·         As a Commissioning Lead, you will be part of a team that focusses on ensuring that social care solutions are available across the county for residents of West Sussex.

·         You will take the lead on set commissioning work streams and deal with complex issues escalated by seniors officers. The role will focus on enabling the Council to implement its strategic intentions and meeting current need and future demand, and ensuring West Sussex has a care market providing a range of high-quality services and solutions for the residents of West Sussex. You will do this through delivering across the commissioning cycle.

·         The key responsibility of this role will be to implement commissioning plans to improve quality and outcomes for individuals, achieve value for money and ensure the best use of resources.

·         You will build positive relationships with a wide range of stakeholders and partners. You will lead on strategic & operational co-production from people with lived experience. You will support identification of needs and gaps in local provision, identify options for, and support the implementation of solutions, and review the outcomes and performance.

·         The role will involve presenting to a range of people and organisations and producing reports and information to senior managers to support decision making. It will also involve long periods of mental demands, a focus on projects and programmes with a long timeframe and a requirement to deliver to time and budget.

·         You will need to be able to travel independently across the county to meet with providers and partners as required.

Essential Experience Required:

• Social care commissioning experience, ie. has led on a tender, ideally a care homes tender. Next best option, led on a social care tender. Next best option, led on a health/NHS tender

• If none of the above available, an excellent project manager, ideally with ASC/public sector experience and evidence of ability to learn quickly

• Excellent comms skills – the role will require significant engagement with other LA’s, providers, etc and regular check-in with line manager/HOS to ensure ‘critical path’ is maintained
