JOB TITLE: Temporary Accommodation Compliance Officer

LOCATION: Ealing W5 2HL (Hybrid working, 2 days office, 3 home)

PAY RATE: £21.51 paye Per Hour

DURATION/HOURS: 3 months (possible extension)/ Mon-Fri 35 hours

START DATE: ASAP

Role purpose:

  • To manage the Council's temporary accommodation portfolio and households in temporary accommodation under the Council's statutory homelessness duties.
  • To ensure that the standard of service provided by supplier managed Private Sector Leased property is maintained in accordance with the leasing agreement.
  • To liaise with other sections of the Council to ensure that tenancies are sustainable and housing stock improves.

Key accountabilities:

  • To be responsible for delivering the Council's procedures to discharge its duty to persons placed in temporary accommodation that is owed an interim S.188 and full S.193 housing duty.
  • To take responsibility for the day to day management of a portfolio of temporary accommodation and other schemes, and to maintain a working relationship with owners, landlords and agents. consult landlords about their needs and information requirements and develop the service and provide best practice advice and information in response
  • To carry out tenancy sustainment work between the landlord and the tenant to prevent tenancy breakdown.
  • To be responsible for monitoring the management services provided by Private Sector Leasing suppliers and other relevant schemes to ensure contractual and lease compliance, ensure Health & Safety requirements are met and performance of supplier is of high standard.
  • To work with external suppliers, inspectors, surveyors and other housing officers to ensure the void property timetable is adhered to, including pre and post inspections of properties.
  • To undertake visits of suspected void properties to confirm status and carry out inspections to assess the suitability of properties, recording detailed notes on the physical condition and suitability of accommodation for households.
  • liaise with the Case Officer and make all necessary system changes including file and IT database in response to changes in circumstances.
  • To inspect Bed and Breakfast accommodation to ensure compliance with standards e.g. Fire regulations & Setting the Standards.
  • To prepare legal cases for Court action, preparing and servicing Notices and progressing cases to eviction proceeding where there has been a breach of tenancy.
  • To interview prospective landlords & tenants to ensure the full understanding & acceptance of their rights & obligations, and the limits of the Council's obligations, under the Council's approved scheme.
  • To maintain up to date knowledge of appropriate Local Government legislation including the Housing and Council Tax Benefit regulations, current procedures and other Social Security Benefit Legislation.

Knowledge, Skills & Experience:

  • Knowledge of the temporary housing subsidy system
  • Knowledge of the operation of the private sector rental market
  • Knowledge of homelessness
  • Knowledge of property inspections to Decent Homes Standards.
  • Negotiating skills at the appropriate standard to liaise with landlords and agents
  • Experience of working within a homelessness environment
