Contract Duration: 3+ Months - 3 days office, 2 days WFH

Job Responsibilities
Service Leadership and Delivery
Lead, manage and develop a dedicated Temporary Accommodation Reduction team to deliver service objectives and performance targets.
Establish clear operational priorities, performance standards, and accountability frameworks.
Drive a high-performance, outcomes-focused culture aimed at reducing reliance on temporary accommodation (TA).
Monitor team performance and ensure delivery against agreed KPIs and housing reduction targets.
Support staff development through coaching, supervision, and continuous improvement initiatives.
Temporary Accommodation Reduction Strategy
Lead the development and delivery of strategies to reduce the number of households in TA and shorten lengths of stay.
Identify barriers preventing move-on from TA and implement practical solutions to address them.
Develop and enhance sustainable housing pathways, including prevention and move-on options.
Design and implement innovative approaches to reduce demand and improve housing flow.
Private Rented Sector and Housing Supply
Lead engagement with Private Rented Sector (PRS) landlords and providers to secure sustainable housing options.
Develop and maintain partnerships with landlords, developers, and housing organisations.
Explore and implement incentive schemes and partnership arrangements to increase accommodation supply.
Maximise access to social housing and alternative accommodation solutions, including modular and innovative housing models.
Transformation and Service Improvement
Contribute to the Housing Solutions Transformation Programme through service redesign and innovation.
Review and improve systems, processes, and housing pathways to enhance efficiency and outcomes.
Lead and manage projects aligned with transformation priorities.
Use data, insight, and operational feedback to identify and deliver service improvements.
Partnership Working
Work collaboratively with internal council services including Housing, Adults, Children’s Services, and Public Health.
Build and maintain strong relationships with external partners and agencies to improve housing outcomes.
Represent the service at strategic and operational partnership forums.
Support integrated approaches to homelessness prevention and housing provision.
Performance, Data and Financial Management
Monitor and analyse performance data relating to temporary accommodation demand and outcomes.
Produce reports, briefings, and recommendations for senior leadership.
Support budget monitoring and contribute to identifying cost efficiencies.
Use data-driven insight to inform decision-making and service improvement.
Contribute to reducing financial pressures associated with temporary accommodation usage.

Ensure compliance with relevant housing legislation, statutory guidance, and council policies.
Promote safeguarding, equality, diversity, and inclusion across all service delivery.

Person Specification
Essential Knowledge and Experience
Significant experience in homelessness services, housing solutions, housing management, or temporary accommodation.
Proven experience of leading teams and delivering measurable service improvements.
Strong understanding of homelessness legislation and statutory housing duties.
Experience developing housing pathways, prevention strategies, and move-on solutions.
Experience working with Private Rented Sector landlords and housing providers.
Demonstrable experience managing complex housing and homelessness cases.
Strong background in partnership working across multi-agency environments.
Experience using performance data and insight to drive service improvement.
Skills and Abilities
Strong leadership and people management capabilities.
Excellent communication, influencing, and negotiation skills.
Strong analytical and problem-solving abilities.
